A Canadian citizen and permanent resident of Brazil -- by way of marriage to the lovely architect and project manager, Carolina Porto Fonseca -- I am a professor of political science and public administration at the Brazilian School for Public and Business Administration (EBAPE) at the Fundação Getúlio Vargas (FGV), Rio de Janeiro. I earned my Ph.D. and M.A. at the University of Texas at Austin and my B.A. at McGill University in Montréal.
